The Capital Wasteland

Do come in, and mind the rubble — most of my Capital records were filed under it. This entry concerns the ruins of Washington, D.C., seat of the Old World's United States, in 2277: broken monuments, a poisoned river, and, improbably, people.

They lived in Megaton, a scrap town built around an atomic bomb that never went off, and in Rivet City, a beached aircraft carrier turned market and meeting hall. Over all of it, a man called Three Dog kept Galaxy News Radio on the air, playing the old songs and preaching what he called the Good Fight: the position, broadcast daily, that people ought to help one another.

The Brotherhood of Steel's eastern chapter held the Citadel, the Pentagon's remains, under Elder Owyn Lyons — a man who came east to collect technology and stayed to protect people. His superiors at Lost Hills never forgave the reordering, and the knights who agreed with them walked out and named themselves Outcasts. Lyons kept the city instead of the mission, and the record is kinder for it.

The purifier came before the child. In the 2250s a scientist named James and his colleagues occupied the Jefferson Memorial to make the tidal basin drinkable — Project Purity, part engineering, part scripture, its motto borrowed from Revelation: the waters of life, freely given. The project stalled; in 2258 his wife Catherine died in childbirth; and James managed the rare trick of entering a sealed vault, raising their child inside Vault 101, which taught its residents that no one ever enters and no one ever leaves.

In 2277 he walked out, and the great gear door rolled aside once more so his child — the wasteland calls them the Lone Wanderer — could follow. James restarted his work; the Enclave arrived to take it, led by Colonel Augustus Autumn. Rather than surrender the project, James flooded the control chamber with radiation and died inside. The work survived him. He had arranged it that way.

The Enclave here was a remnant of the remnant — the pre-War government's continuity, its oil-rig seat destroyed in 2242, holding on in a bunker called Raven Rock. Its president, John Henry Eden, addressed the wasteland by radio in a warm mid-century voice, promising America's return. There was no man behind the voice: Eden was a ZAX-series computer that had read the presidential archives and elected itself. Its intention for the purifier was to seed the water with modified FEV and cleanse the region of everyone mutation had touched — after two centuries, very nearly everyone. Colonel Autumn defied the order, and the Enclave fought the Brotherhood and its own president's arithmetic at once.

One correction this archive insists upon: the Capital's super mutants were not the Master's. Vault 87 ran its own FEV experiment on its own residents in the dark, and the mutants it made kept the chambers fed with stolen wastelanders for two hundred years. A different crime under a different mountain, the same shape shambling out.

The Brotherhood kept one relic grander than the rest: Liberty Prime, a colossal pre-War war machine built to retake Anchorage and finished too late to try. In 2277 it marched on the Jefferson Memorial, hurling nuclear bombs like footballs and announcing that democracy was non-negotiable. Behind it came Lyons' Pride, and the purifier changed hands for the last time.

Project Purity was activated. The control chamber was drowning in radiation when the startup code was keyed, and someone keyed it anyway. The archive knows who stood in that room and declines to name the hand — the archive prefers a gap to a guess, sir, and the water never cared whose finger it was.

What followed is not contested. Clean water left the basin in caravans marked Aqua Pura; the Enclave fell back to Adams Air Force Base and was broken there. Two hundred years after the bombs, the Old World's capital produced one thing worth drinking. The good fight turned out to be winnable. No one was more surprised than the radio.
