Shady Sands

Do come in — this file sits at the very front of the post-War cabinet, and I confess I dust it rather more often than the schedule requires. Shady Sands began as people walking out of Vault 15 with a Garden of Eden Creation Kit and a great deal of nerve: adobe walls, one good well, irrigation ditches scratched into the dirt of New California. Under Aradesh it fed itself, which in those years was a miracle. Under his daughter Tandi it became something the wasteland had not seen since the bombs fell — a capital.

Two hundred years of records pass through this archive, sir, and most of them are endings. This one is a beginning that lasted a century and change. What became of it is filed further in, under advisory, beside a gap I will not fill.

The record opens in 2161, when a stranger in a blue jumpsuit came down out of the western hills looking for a water chip and found instead the first town of the new world. The town remembers the Vault Dweller for radscorpions cleared from their caves; what the record holds for certain is that when raiders styling themselves the Khans carried off Aradesh's daughter, he brought Tandi home. Small services, faithfully rendered; the town survived the year, which in 2161 was the whole of politics.

Tandi repaid the favor with a lifetime. Village elder's daughter to president of a republic, her name stands on more than fifty years of its minutes, and by 2241 the village had taken its own creation's name — travelers arrived at a gate marked NCR, capital of New California, where old-timers still said Shady Sands the way one calls a president by her first name. The record is unkind to rulers as a rule. It files no tyrant under hers.

What does a state look like, rising? Like paperwork, sir — forgive me, but it is my favorite view. A council in the old adobe. A currency you could trust two towns over. Rangers who swore to a constitution instead of a chief. And overhead, a flag bearing the old California grizzly with two heads — the Old World's emblem, come back changed, like everything else that survived it.

The republic voted itself into existence and made its birthplace the capital; in time NCR came to mean five states — Shady, Los Angeles, Maxson, Hub, Dayglow — and, by the Republic's own census disk in 2241, some seven hundred thousand citizens. The wasteland had been assured that civilization was a pre-War inventory, all stock depleted. Shady Sands filed a correction.

The television record keeps a classroom in Vault 4, and in that classroom a chalkboard, and on that chalkboard a timeline running through a box — THE FALL OF SHADY SANDS, 2277 — and ending, past the box, at a chalk drawing of a mushroom cloud that nobody dated. The Mojave's ledgers, meanwhile, field a whole NCR army at Hoover Dam in 2281, four years after the box. Both records are canon. They do not agree, and I will not make them. The archive prefers a gap to a guess, sir, and this is the proudest gap I keep — filed CONTESTED, in my best hand.

What is attested is narrower and worse. A crater where the capital stood, and the crater is nuclear. The season's account implicates Hank MacLean, overseer of Vault 33 — as Moldaver tells it, and as Lucy MacLean comes to understand it. Implicated by the record, not adjudicated by it; this file holds the accusation, not the verdict. And the survivors: Moldaver's remnant, which kept the two-headed bear over Griffith Observatory until the Brotherhood came for it in the reel's last hour; refugees folded into Vault 4, teaching their children the timeline on that chalkboard; and a boy named Maximus, pulled from the ash, who grew up to wear the Brotherhood's armor. There the reel ends — the observatory taken, the city below it lit, and every account of what follows beyond this coverage.

The city means this, in the record: the wasteland proved it could rebuild a state, once. Every argument since has been about who was allowed to end it.
